this youtube shows him surfing the waves yesterday reached 60 feet. he apparently drowned after he was held underwater by two big waves. he leaves behind a wife and two daughters. >> state lawmakers are expecting a heated debate on the governor's plan to put tax extensions on the june ballot. they passed cuts into state spending slashing the welfare program and the cuts total about $7 billion. >> we're not happy about it. a lot of the cuts sick en me. i can't imagine making them in any other time but it is a $25 billion deficit. they these of serious times. >> these are democrat cuts. we would go first pension reform. >> the assembly fell one vote short on a vote to eliminate the state's 400 redevelopment agencies.

lawmakers are expected to talk about it today. >> they want to repeal the law that bans same-sex marriages. the bill would let same-sex couples file joint federal income taxes and receive spousal benefits under social security. last week republicans defended the federal ban on gay marriage say it's constitutionality should be decided in the courts. >> this morning caltrans will give a first glimpse of the caldecott fourth bore project. they did a breakthrough on the west side of the tunnel. tunneling begin on the eastern side in august. they are about one-third of the length of the tunnel. the entire bore is being excavated in four quadrants. $420 million is expected to take four years to build. >> 4:37.

water spraying has begun again and actually it's been suspended at the nuclear complex in northeast japan now. military helicopters have been dropping loads of sea water to try to cool the overheated uranium fuel in plant. >> they are warning of americans within 50 miles to leave the area or remain indoors. the japanese government says it expand the 12 mile zone around the plant. >> they are trying to get americans out of harm's way and they are advising citizens to defer all nonessential travel to japan. one student got home yesterday. lisa amin gulezian has that story. >> it's surreal. >> she shouldn't be here in his mill valley home on his computer or even in his bedroom.

are in the north bay it will be stormy and kick up high surf cold showers saturday a chilly rain on sunday. so it looks like sunday still the worst gai day to have outdoor activities and saturday won't be that great. for today increase in clouds as the afternoon approaches and we have moist ground pretty good sun and that will create some of the disturbances that will create the clouds. it's going to be pretty bright day. partly cloudy conditions inland. tonight you see rain moving in. out ahead of the next system so significantly warmer than this morning. take a look what is going on cold front yesterday moved away. area of high pressure trying to take over but there is a small weak trough of low pressure that is going to bring the north bay a chance of showers today.

we'll take a look at bigger storm all this cold air sliding down the jetstream and coming in for friday. the timing here we are at 1:00 this afternoon. you can see showers dancing around mendocino county trying to move in the north bay by 5:00. notice how few and far between they are. starting tomorrow at 5:00 you see the rain moving in the north bay. heavy rain at the end of the commute. heavy rain moving through the bay and exiting the south bay by about 3:00 and then scattered showers for friday evening. rainfall amounts through friday nearly three-quarters of an inch around the bay half an inch in the south bay and inch and a half in the north bay. surf will get kicked up friday morning through the evening hours so we're going to have minor coastal flooding. temperatures tomorrow will be the coldest low to mid-50s. chance of showers on monday and chance of rain on tuesday and
